Administrative decisions govern many essential activities, including the exercise of a profession, the development of a real estate project, participation in a public procurement procedure or access to a legal entitlement. When such decisions are challenged, administrative law litigation provides a means of reviewing the lawfulness of public action and preserving the balance between the public interest and the rights of individuals, businesses and public-sector employees. It applies in particular to urban planning, business permits, authorisations, public procurement, civil service matters and administrative liability.
